The developer hopes to begin grading the land as soon as possible.
Upper St. Clair commissioners gave final approval for a cul-de-sac neighborhood off Morrow Road between Engelwood and Hidden Timber drives. The plan will consist of six lots ranging from 1 to about 2.75 acres in size. Some vegetation will be cleared and must remain clear along Morrow Road due to driver sight distance requirements. A series of underground detention tanks and a new inlet along Morrow Road will be installed for stormwater management. A homeowners association will maintain the systems. The developer, Dr. Andrew Zahalsky of Peters Township, will put 50 percent of the stormwater management construction costs in an escrow for maintenance. Upper St. Clair commissioners again reject plans for a residential development that called for joining Turnberry Drive with two Circle drives.
Three-plus hours into the Upper St. Clair commissioners’ meeting Monday, board president Robert Orchowski expressed his thoughts on the issue at hand. “I’ll tell you, it’s one of the most vexing things I’ve encountered in 15 years on the board,” he said. “The reality is, something, someone, has to give. So we’ll see what the future holds.” The board had just deadlocked on a revised preliminary subdivision for the residential Deerfield Manor Plan No. 9, repeating a situation that occurred in March, when a tie vote effectively defeated the measure. It's back to the drawing board for the developer of Deerfield Manor Plan No. 9.
A plan for a residential development that would have connected three cul-de-sacs has been rejected. Upper St. Clair commissioners deadlocked Monday on approving a revised preliminary subdivision for Deerfield Manor Plan No. 9. The board’s 3-3-1 vote, with one abstention, effectively defeated the measure. Monday’s action represented the second time a proposal for No. 9 failed to receive commissioners’ approval. In March, the same situation occurred, by the same vote. That time, plans submitted by developer Williamson & Jefferson Inc. called for maintaining cul-de-sacs on Turnberry and Circle drives in Upper St. Clair, and Circle Drive in Peters Township. Upper St. Clair commissioners voted against a plan to keep Turnberry Drive in Deerfield Manor a dead-end road.
In a 3-3 vote Monday night, the plan to build 10 new lots and make Turnberry Drive in Deerfield Manor a cul-de-sac failed to pass the Upper St. Clair Board of Commissioners. President Bob Orchowski, Vice President Russell Del Re and Commissioner Nicholas Seitanakis voted against the cul-de-sac plan. Commissioners Mark Christie, Glenn Dandoy and Daniel Paoly voted for the plan. New Commissioner Donald Rectenwald, Jr., president of Rex Glass & Mirror Company, abstained from voting. A number of Turnberry Drive residents pleaded to the commissioners Monday night to keep their street a dead-end street and not make it connect to Circle Drive. Residents and the developer, J.T. I think it makes a lot of sense to connect Turnberry with USC's Circle Drive; however, I don't understand why it needs to be linked up with the Circle Drive in Peters, as well.   more ›
