Upper St. Clair to Lower Property Tax Rate

Upper St. Clair commissioners don't plan on raising taxes next year, but your new 2013 property assessment may make your wallet feel lighter.

Upper St. Clair's 2013 proposed budget will be presented to the public at 7:30 p.m. Monday, Nov. 5, at the board of commissioners meeting. The preliminary budget reduces the real estate tax rate to 3.9 mills because the 2013 tax base is projected to grow 18 percent due to the Allegheny County reassessments. Just because the millage rate will be lowered doesn't mean that your taxes will go down. If your 2013 assessment is an increase of more than 18 percent, your taxes will likely increase. If your reassessment is an increase of less than 18 percent, your taxes are likely to decrease. Click here to find your new 2013 assessment. Other highlights in the proposed budget document include: Editor's Note: The Upper St. Clair School Board …

Commmissioners to Consider Capital Improvement Program

The five-year spending plan covers 2013-17, and about half the amount is intended to go toward sanitary sewer improvements.

Of the $67.3 million that Upper St. Clair projects spending on improvements in the next five years, almost exactly half the amount is targeted for sanitary sewers. Township commissioners are expected to vote Monday on a capital improvement program for 2013-17. A new five-year plan is adopted each year. The plan does not guarantee money will be available for all projects that are listed. The cost of maintaining and repairing the local sanitary sewer system is budgeted at $600,000 annually. Also, $400,000 is earmarked in 2013 toward upgrades at the Brush Run pump station, a facility in Peters Township that serves the southern part of Upper St. Clair. The leaves the bulk of anticipated spending, about $30 million, going for improvements to …

Low Bidder Identified for Mayview Barn Demolition

The cost of razing the structure looks to be significantly less than the budgeted amount.

If you’re visiting Upper St. Clair’s Community and Recreation Center, take a close look at the large brick barn nearby. You won’t be seeing it much longer. Township commissioners are scheduled to vote Aug. 6 on a contract to demolish the barn, which once was part of a farm that served Mayview State Hospital. The barn represents the last surviving vestige of the barn. The low bid of $79,899 is from Dom Folino Construction of Bethel Park. Upper St. Clair’s 2012 budget allots $150,000 toward the demolition project. The topic was discussed during the commissioners’ information and general affairs meeting Monday, with Commissioner Russell Del Re expressing concerns about the price quoted in the bid. This time, though, it was a matter of perhaps…

While several people expressed concern about the low bid of Folino, they did not reveal the other bids. If the other bids were close to the winning bid, then the $150,000 estimate was not very good. If the other bids were close to the $150,000, then the winning bid may be questioned. Revealing the amounts of all bids would be a useful piece of this story. All bids should have been read at the …   more ›

On Saturday, May 26, Casey’s Clubhouse and the Pirates Charities will host opening day festivities and the inaugural games played at the Pirates Charities Miracle League Field of the South Hills.
