Andrew David Owens, 56, was held for court Monday on one count of failure to comply with registration of sexual offenders in the state of North Carolina and one count of furnishing a malted beverage to a minor. Owens appeared in district Judge Robert Wyda's courtroom Monday for his preliminary hearing. After hearing testimony from the 19-year-old victim and a Bethel Park police detective, Judge Wyda dropped one count of sex assault and one count of indecent assault against Owens. The victim said he met Owens in the South Hills Village food court on Sept. 12. He said they recognized each other after riding on the T together the day before. Local newspapers filed Right to Know requests to obtain lawsuit settlement involving Upper St. Clair High School.
According to the Post-Gazette and the Pittsburgh Tribune-Review, the Upper St. Clair school district paid $775,000 to settle lawsuits filed by the parents of two female students who said a fellow student raped them on the high school campus. The two local newspapers obtained the settlement details after they filed Right to Know requests. The girls, whose names are being withheld to protect their identity, and their parents, filed the lawsuits claiming school officials could have prevented the sex assaults from happening. Jane Doe, a 14-year-old freshman at the time of the assault, reportedly received $450,000 and Jane Poe reportedly received $325,000. Upper St. Clair High School releases a statement regarding the two cases.
The Upper St. Clair School District has reached a settlement in two federal cases. Families of two girls who said they were sexually assaulted by a male student on school grounds filed the lawsuits, claiming the school district could have prevented the assaults from happening. Below is the entire statement released by the district: "The Upper St. Clair School District’s insurance carrier has reached a settlement with the plaintiffs in the cases of Jane Doe and Jane Poe vs. Upper St. Clair School District et al.
