Upper St. Clair (Finally) Approves Deerfield Manor Plan

The move comes after two tie votes and a court decision.

Upper St. Clair commissioners this week approved a plan for Deerfield Manor that will connect Turnberry Drive, currently a cul-de-sac, to Circle Drive. The vote was 6-0. The move comes after an Allegheny County Court of Common Pleas judge ruled that Turnberry Drive must connect to Circle. The decision went to court after Upper St. Clair commissioners were deadlocked on a revised preliminary subdivision for the residential Deerfield Manor Plan No. 9, repeating a situation that occurred in March 2012, when a tie vote effectively defeated the measure. The approved plan has five new lots varying from 1.17 to 4.4 acres.  About 350 feet of the connection between Turnberry and Circle drives will remain a private road. At least one of the Peters …

More than a year after the Upper St. Clair Planning Commission recommended Williamson & Jefferson build new homes on Turnberry Drive ending in a cul-de-sac, the planning commissioners Thursday night voted to recommend the plan with a connection to Circle Drive. The move comes after a battle in the Allegheny Court Court of Common Pleas. The judge's ruling? Turnberry Drive must be connected to Circle Drive. Upper St. Clair commissioners again reject plans for a residential development that called for joining Turnberry Drive with two Circle drives.

Three-plus hours into the Upper St. Clair commissioners’ meeting Monday, board president Robert Orchowski expressed his thoughts on the issue at hand. “I’ll tell you, it’s one of the most vexing things I’ve encountered in 15 years on the board,” he said. “The reality is, something, someone, has to give. The public comment period of the Upper St. Clair commissioners' meeting drew plenty of response.

Monday’s meeting of Upper St. Clair commissioners drew a substantial audience, with many in attendance having their say prior to the board’s vote on a revised preliminary subdivision for Deerfield Manor Plan No. 9. At issue was a proposal as part of the subdivision to connect Turnberry Drive with Circle Drive in Upper St. Clair and the separate Circle Drive in Peters Township, a concept that drew objections from Deerfield Manor residents. Turnberry-Circle Connections Rejected by USC Commissioners

It's back to the drawing board for the developer of Deerfield Manor Plan No. 9.

A plan for a residential development that would have connected three cul-de-sacs has been rejected. Upper St. Clair commissioners deadlocked Monday on approving a revised preliminary subdivision for Deerfield Manor Plan No. 9. The board’s 3-3-1 vote, with one abstention, effectively defeated the measure. Monday’s action represented the second time a proposal for No. 9 failed to receive commissioners’ approval. In March, the same situation occurred, by the same vote. That time, plans submitted by developer Williamson & Jefferson Inc. called for maintaining cul-de-sacs on Turnberry and Circle drives in Upper St. Clair, and Circle Drive in Peters Township. 3 weak minded commissioners cave to $$$$. All too typical. If this had been a planned road extension in any other part of the township, it would have been passed without a problem despite any objections from homeowners. But not on Turnberry!!! Deerfield Manor Plan to Come Up for Vote

Residents are concerned about the effects of connecting streets.

Residents of Upper St. Clair’s Deerfield Manor neighborhood continue to object to a proposal that would eliminate cul-de-sacs. Deerfield Manor Plan No. 9 calls for connecting Turnberry and Circle drives, which would allow for through traffic in accordance with the township’s public improvement code. Those streets also would be connected to another section of Circle Drive, in Peters Township. Upper St. Clair commissioners are expected to vote Monday, Aug. 6, on the preliminary subdivision for the plan, which received the township planning commission’s recommendation July 19. Plan Calls for Connecting Turnberry and Two Circle Drives

The latest iteration of Deerfield Manor Plan No. 9, which would eliminate dead ends and cul-de-sacs, draws residents' objections.

A plan to connect the two Circle Drives will be heard by Upper St. Clair commissioners. The township planning commission voted Thursday to recommend a revised preliminary subdivision for Deerfield Manor Plan No. 9 that calls for connections between Turnberry Drive, Circle Drive in Upper St. Clair and the nearby street of the same name in Peters Township. A public hearing is scheduled for the commissioners’ meeting on Monday, Aug. 6. The planning commission previously recommended a plan that would have maintained cul-de-sacs at the end of all three streets. The cut through will continue to be Pinetree/Redfern...not Turnberry. Someone may try Turnberry once and then won't do it again because of all the turns that have to be made to get through Deerfield. Turnberry will be no more dangerous than Pinetree and Redfern and no walkers, joggers or bikers have ever been hit on those streets to my knowledge.   more ›

USC Residents Asked to Report Suspicious Activity Immediately

Police seek input as destructive acts of vandalism mount.

With summer come the inevitable reports of vandalism. But the summer of 2012 has been out of the ordinary in that regard. “This is not just a couple of mailboxes being damaged,” Upper St. Clair police Lt. James Englert said Wednesday. “Within the last couple of days, it has not let up at all.” Township residents on Tuesday afternoon received calls from USC Notify, the emergency notification system launched this year, with the message to report suspicious noise or activity. The rash of vandalism, which Englert called particularly destructive, started a few weeks ago in the Deerfield Manor plan and since has spread to many other parts of the township. Residents Left Furious After Cul-de-Sac Denial

Upper St. Clair commissioners voted against a plan to keep Turnberry Drive in Deerfield Manor a dead-end road.

In a 3-3 vote Monday night, the plan to build 10 new lots and make Turnberry Drive in Deerfield Manor a cul-de-sac failed to pass the Upper St. Clair Board of Commissioners. President Bob Orchowski, Vice President Russell Del Re and Commissioner Nicholas Seitanakis voted against the cul-de-sac plan. Commissioners Mark Christie, Glenn Dandoy and Daniel Paoly voted for the plan. New Commissioner Donald Rectenwald, Jr., president of Rex Glass & Mirror Company, abstained from voting. Bedner Estates Public Hearing to Continue Monday Night

The Upper St. Clair Board of Commissioners meeting has changed location for Monday, March 5.

The Upper St. Clair Board of Commissioners meeting on Monday, March 5 has changed locations. The meeting will take place at the Community and Recreation Center at Boyce Mayview Park in order to accommodate a large crowd. Four public hearings are scheduled during the meeting. Bedner Estates Public Hearing The Bedner Estates public hearing will continue on Monday night. The first hearing took place on Feb. 7. Commissioners asked the developers—Heartland Homes and J.T.
