USC Commissioners Approve Budget, Hays Road Development

There will be no increase or decrease in township taxes.

Monday night Board of Commissioners passed a balanced budget for 2012, with no change from the 4.6 mills real estate tax and .8 percent earned income tax currently in place. The sewer rate multiplier, which was initially expected to increase to 2.36 percent, will remain at 2.19 percent.

The board voted unanimously to pass the budget, with Commissioner Bob Orchowski absent from the meeting.

The budget includes $18.3 million in the general fund, a slight decrease from 2011, $4.9 million in the sanitary sewer fund and $4.6 million for the budget.

Commissioner Glenn Dandoy praised the township staff for again presenting the board with a balanced budget.

“Mr. Stache’s whole team has put together several scenarios that we generally look at and they came up with another budget this year that is balanced without increasing any taxes at all,” Dandoy said.

“Each year I’ve been on the board we’ve done that.”

Hays Road Subdivision Approved
In other business, the board voted unanimously to approve the Fair Acres subdivision along Hays Road by W.C. McCloskey Family, LP. In September, of 37 single-family lots and shared their recommendation that the board of commissioners do the same.

at multiple public hearings regarding how their properties will be impacted by a possible increase storm water runoff, a representative for the developer assured the board that in fact it would decrease the run off currently causing problems.

“We’re talking about the few homes along Hollydale. Right now they incur quite a bit of water coming down their way. Here, it will first be picked up and the road will be diverting the storm water to the pond across the street,” Kim Gales said.

In addition, the houses in the planned development that fall between the road and Hollydale Drive will also have drainage systems to divert the water.

The developer has also agreed to widen Hays Road to 24 feet from Hays Road to the township border with Peters, and split the cost of paving that section with Upper St. Clair Township.

There are no immediate plans to construct sidewalks along Hays Road.
