Upper St. Clair Sets Public Hearing for Proposed Consol Site Development

Public hearing will take place on Tuesday, Sept. 6.

The Upper St. Clair Board of Commissioners unanimously voted to schedule a public hearing for the proposed Consol site development text amendment on Tuesday, Sept. 6.

The Upper St. Clair Planning Commission voted to recommend the commissioners approve the text amendment with revisions

The owner of the former Consol Energy headquarters land, 1800 Washington Road Associates, is asking that the current special business district zoning allowed at the location be amended to permit residential and retail space.

The amended ordinance would allow a maximum of 75 percent non-residential use which could include retails stores such as coffee shops, supermarkets or restaurants. Each building would not exceed 55,000 square feet of gross leasable space.

At the last few planning commission meetings, there has been a strong presence of Upper St. Clair residents who oppose the development. Most of the residents in attendance live near the intersection of Washington and Fort Couch Roads and are worried about an increase in traffic. They have also said they are worried about safety, big box stores, decreased property values and overcrowding at .

Developer Gerald Cipriani and his son Justin, an architect for the company, have said they have invited nearby residents to meetings to discuss their concerns.

The public hearing will take place during the regular board of commissioners meeting on Sept. 6 at 7:30 p.m. It will be held at the due to an expected large turnout.
