Upper St. Clair (Finally) Approves Deerfield Manor Plan

The move comes after two tie votes and a court decision.

Upper St. Clair commissioners this week approved a plan for Deerfield Manor that will connect Turnberry Drive, currently a cul-de-sac, to Circle Drive.

The vote was 6-0.

The move comes after an Allegheny County Court of Common Pleas judge ruled that Turnberry Drive must connect to Circle.

The decision went to court after Upper St. Clair commissioners were deadlocked on a revised preliminary subdivision for the residential Deerfield Manor Plan No. 9, repeating a situation that occurred in March 2012, when a tie vote effectively defeated the measure.

The approved plan has five new lots varying from 1.17 to 4.4 acres.

About 350 feet of the connection between Turnberry and Circle drives will remain a private road. At least one of the Peters Township homeowners along the private stretch of the road remains adamant that the road stays private.
