Developer Details Apartment Plan Off of Boyce Road

Traffic engineers agree the development will cause a need for Boyce Road improvements, including an additional traffic signal.

Developer John Deklewa detailed the plan to build an apartment complex off of Boyce Plaza Road in Upper St. Clair at the commissioners meeting Monday night.

He described the rental complex, called Torrente at Upper St. Clair, as "upscale" and estimated rent for the one- and two-bedroom units would range between $1,200 and $1,800 a month.

The plan calls for nine buildings—four would have 30 apartment units and five would have 20 apartment units.

Construction would last about two years, and Deklewa hopes to begin in 2013.

Deklewa said the apartment neighbors the former Mayview State Hospital, Southwood Psychiatric Hospital and Boyce Mayview Park.

A park and trails are proposed for the area near Boyce Mayview Park and a clubhouse close to the entrance of the complex.

Deklewa said a "no harm study" determined the apartment complex would have no impact on the Chartiers Creek. 

A final market study is still be worked on, but Deklewa said apartment complex would attract young professionals—mostly singles—who work downtown or at Southpointe.

Some commissioners and a representative for two office buildings located on Boyce Plaza Road voiced their concern about traffic on Boyce Road.

The developer's traffic engineer, Chuck Wooster of David E. Wooster and Associates, Inc., said the Boyce Plaza Road and Boyce Road intersection already needs a left-turn lane and eventually will need a traffic signal.

He also said there are exisiting traffic issues all along Boyce Road.

"It needs third lanes," Wooster said.

Township Manager Matthew Serakowski added that there are concerns about all the traffic that would travel down Boyce to Route 19 or to the Boyce and Mayview intersection, and down Mayview, to get to Interstate 79.

Serakowski said the Boyce and Mayview intersection is in South Fayette and initial meetings about improvments with the neighboring township have started.

The developer has offered a contribution for a traffic signal and Boyce Road improvements. Details of the costs and traffic study will be further discussed during the second public hearing scheduled for June 3.
