Driver Who Crashed Into Tanker Truck on Bower Hill Charged with DUI

The crash caused lengthy traffic delays last Friday.

A Cecil Township man is being charged with DUI and other crimes after he crashed into a tanker truck Friday afternoon, causing lengthy delays.

Devin D. Carter, 38, was arrested minutes after the crash along Bower Hill Road on Feb. 8 after Bridgeville police officers said they spotted him walking away from the scene.

Investigators said they believe Carter was under the influence of drugs when he crossed the centerline and crashed into the side of the tanker. The truck’s fuel tank ruptured, spilling diesel onto the roadway, although the used motor oil it was transporting did not leak, police said.

Police said Carter failed a field sobriety test and claimed to be “still recovering from a hangover from the Super Bowl” even though the game was five days before. Investigators said he was sluggish and had trouble keeping his eyes open while talking to the officers.

He was taken to St. Clair Hospital for blood tests so investigators can determine if drugs were in his system. Carter already faces charges of driving under the influence of a controlled substance, careless driving and prohibited acts.

The crash Friday afternoon caused Bower Hill Road near McLaughlin Run to be closed for nearly two hours while police investigated and firefighter cleaned up the leaking fuel. The driver of the tanker truck was not seriously injured in the crash.
