The unofficial results from Tuesday's Pennsylvania primary are in. The most heated race directly affecting Upper St. Clair was the race for Allegheny County Council District 5. Sue Means (R-Bethel Park) defeated Krista Harris (R-Mt. Lebanon) with 63 percent of the Republican vote. No one ran on the Democratic ticket. Louis Mafrice, Jr., Frank Kerber, Harry Kunselman and Buffy Hasco won the four open seats on the Upper St. Clair School Board. They ran unopposed. Daniel Paoly won the Upper St. Clair commissioner at-large seat. He ran unopposed. Rex Waller won the Upper St. Clair commissioner ward 2 seat. He ran unopposed. Upper St. Clair is participating in National Public Works Day on Tuesday, May 22. The public is invited to the public works building between 9 a.m. and 2 p.m. There will be equipment and vehicle displays, activities for children and a public works construction video. Upper St. Clair commissioners unanimously approved a second plan for Willowbrook Estates on Monday. The plan makes part of Willowbrook Extension remain a private road. The previous plan approved by commissioners had the road become a public road. Developer Alan Sherwood was forced to come back to the commissioners after having difficulty getting permission for some of the current homeowners to make Willowbrooke Extension a public road. One of the homeowners testified he was afraid of how it might impact future development by his home. As Sherwood moves on with the development, he will continue to try to work with homewoners to make the Willowbrooke Extension a public road. The township sold the land to the Peters Township man last year.
Upper St. Clair commissioners unanimously approved an application for the construction of a single family home located at 2242 Morrow Rd. The township sold the land next to the Marmion Fields to Gabriel Hudock, of Peters Township, in October. Hudock placed the lone bid on the property, which was $56,100 per acre for a total of $259,014. His land measures 4.61 acres. The township purchased the property in 1976.
E-cycling will also be available.
Document shredding and e-cycling will both be available in Upper St. Clair from 10 a.m. to 2 p.m. Saturday, May 11. JVS Environmental provides the document shredding just twice a year. Here are the fees: E-cycling will also be available on Saturday in the municipal building's parking lot near Clair's Kennel. Township law requires the recycling of any equipment with an electrical cord. Electronics are not supposed to be collected curbside. Upper St. Clair commissioners this week approved a plan for Deerfield Manor that will connect Turnberry Drive, currently a cul-de-sac, to Circle Drive. The vote was 6-0. The move comes after an Allegheny County Court of Common Pleas judge ruled that Turnberry Drive must connect to Circle. The decision went to court after Upper St. Clair commissioners were deadlocked on a revised preliminary subdivision for the residential Deerfield Manor Plan No. 9, repeating a situation that occurred in March 2012, when a tie vote effectively defeated the measure. The approved plan has five new lots varying from 1.17 to 4.4 acres. About 350 feet of the connection between Turnberry and Circle drives will remain a private road. At least one of the Peters …

The revised Pennsylvania legislative reapportionment plan was upheld in state Supreme Court, according to the Tribune Review. All appeals to the plan have been dismissed, which sets legislative boundaries based on the 2010 census shift, according to the report. The plan will go into effect in the 2014 election year. The reapportionment will not affect Upper St. Clair's leadership. State Sen. Matt Smith (D-Mt. Lebanon) of the 37th District will lose the boroughs of Avalon and Ben Avon and gain the boroughs of McDonald (Allegheny County portion), Rosslyn Farms, Pennsbury Village and Thornburg, as well as Robinson Township. Developer John Deklewa detailed the plan to build an apartment complex off of Boyce Plaza Road in Upper St. Clair at the commissioners meeting Monday night. He described the rental complex, called Torrente at Upper St. Clair, as "upscale" and estimated rent for the one- and two-bedroom units would range between $1,200 and $1,800 a month. The plan calls for nine buildings—four would have 30 apartment units and five would have 20 apartment units. Construction would last about two years, and Deklewa hopes to begin in 2013. Deklewa said the apartment neighbors the former Mayview State Hospital, Southwood Psychiatric Hospital and Boyce Mayview Park.
