Public Hearing on Bedner's Farm Development Scheduled for Monday Night

The hearing will likely begin Monday night and be continued until March 5 to take staff testimony.

 

All residents who wish to make comments about the proposed Bedner's Farm subdivision should attend the public hearing at 7:30 p.m. on Monday in the board of commissioners' room at the Upper St. Clair municipal building.

Scott Brilhart, director of community development, recommended the board plan on continuing the public hearing to March 5 for the purpose of taking staff testimony, which means commissioners will likely not take a vote on the plan until the March 5 hearing.

The developers—Heartland Homes and JT Thomas Homes—have applied to build 136 single-family lots on the existing Bedner's farmland. They plan to call the neighborhood Bedner Estates.

The Upper St. Clair Planning Commission recommended the board of commissioners approve the plan in a 6-0 vote in December.

The plan proposed would take place in three phases. The first phase would create an entrance on Cook School Road and extend Scarlett Drive.

The second phase would add a connection to Main Street in Bridgeville.

Residents along Scarlett Drive voiced their concerns about traffic and safety the neighborhood could cause at December's planning commission meeting.

Bridgeville residents who live on and near Main Street have also spoken out about their traffic concerns at past Bridgeville Borough meetings.

Bedner's Farm Market is not part of the land sale and will remain along Bower Hill Road, regardless of the decision.

As a resident of Scarlett Drive for 16 years, my concern is for safety. Scarlett Drive entrance was poorly designed, initially. It is a right degree turn in the middle an extremely steep hill. It is impossible to remain on the right side of Scarlett entering the street off of Cook School. With more homes there will be more traffic that will necessitate the need to remain on the right side. Accidents will occur. In addition, any form of precipitation to the hill on Cook school makes the entrance to Scarlett impossible to navigate safely. My concern is that our real worries and experience have been dismissed and ignored. Also, the intersection of Cook School and McMillian can not handle more traffic. It is already dangerous with the blind hill coming up from St. John Capistron Church. USC is demonstrating that their residents really have no voice.

My concern is with regards to stormwater runoff in to Painters Run where I live, There is already an overload of runoff from the farm itself as well as from the Fox Chase plan!!
